Construction enforcement Committee

The Enforcement Committee has been created to promote adherence to construction rules and regulations in order to enable our community to be safe, quiet, and serene.

  • We engage with personnel at construction sites in our area to develop relationships with those working in our communities and to encourage honest adherence to all rules and regulations that govern construction processes.

  • We increase our constituency's awareness of these rules and encourage active participation to support our enforcement priorities. 

  • We develop programs that drive execution and documentation of violation reporting.

  • We engage with City agencies to understand their work and to influence enforcement policies and practices.

WINS

  • July 2019 - DSPNA worked with the Department of Building and Safety (LADBS) to provide a definition of “construction activity” as cited in LAMC Sec. 98.0602(a) after observing how a loophole to avoid building permits from expiring was being exploited.

  • February 2019 - DSPNA requested an interpretation of what “construction” means from the City Attorney’s office as cited in the Hillside Construction Regulation (HCR) Ordinance 185491 after observing deliveries and other activities before 8AM. LADBS now has clear direction for code enforcement in our neighborhood:

The preparatory activities that you have identified (including delivery of construction materials, staging, off-loading and setting up equipment) would be considered 'construction'  by the Department of Building and Safety (DBS) and could be cited by DBS if they are performed before 8am.
